  1.    I.   Statement of Purpose
  2.         LORE  shall  be  devoted  to  the  accomplishment  of  the
  3.         following four goals:
  4.           A.  Creating  an  atmosphere  of  intellectual  exchange
  5.               between  Wiccans  and  other  Wiccans and interested
  6.               intellectuals   for  discussion  of  Wiccan  beliefs
  7.               without threat of religious pressure.
  8.           B.  Upholding and abiding by the statement of the rights
  9.               of  all  of  Earth's  creatures  and educating other
  10.               people and groups on why we feel such a statement of
  11.               rights is required in this age of the world.
  12.           C.  Working within the legal system of the United States
  13.               to  get  laws  which  prohibit   the  expression  of
  14.               religious  freedom,  such  as  the  law  prohibiting
  15.               divination in West Virginia off of the books.
  16.           D.  Providing  a network of support and contact aimed at
  17.               supporting the needs of Solitary practicioners while
  18.               not excluding coven or circle affiliatiates.
  19.   
  20.   II.   Organizational Structure
  21.         The  core  structure  of  LORE  shall be a central council
  22.         consisting of an odd number no less than three and no more
  23.         than seven members who shall have the task of guiding LORE
  24.         on a national level.
  25.   
  26.         This council shall have the authority to grant charters to
  27.         local  groups  at their  discretion  and is reponsible for
  28.         setting  up  a  networking   system  between  those  local
  29.         autonomous groups as needed and required.
  30.   
  31.         All  members of a local  group shall be considered members
  32.         of LORE.
  33.   
  34.         The local groups shall have full say over their membership
  35.         policies  with  the  restriction  that no  person shall be
  36.         denied membership based on religious. affiliation, gender,
  37.         color, or other discriminatory basis.
  38.   
  39.         A member  shall  lose  membership  for  not abiding by the
  40.         statement   of   rights   of  Earth's  creatures  set  out
  41.         seperately in the statement of declaration.
  42.   
  43.         The central council members shall serve on the council for
  44.         no less than one three year term. Members who have stepped
  45.         down, or are stepping down, may be re-elected.
  46.   
  47.         Every  three  years,  at  least  two  new  members must be
  48.         appointed  to  the  central  council either by direct vote
  49.         during an election,  by invitation of the central council,
  50.         or by popular vote [at any time] of at least three-fourths
  51.         of the LORE membership.
  52.   
  53.         In  the interests of preserving continuity, no two central
  54.         council  members  may  step  down at the same time.  There
  55.         must  be  at  least  three months delay between.  This may
  56.         cause  the term of a central council member to be extended
  57.         by three months (or more).
  58.   
  59.         In the case of multiple people up for stepping down on the
  60.         same  date,  the central council shall decide which of the
  61.         two (or more) shall be the first to step down.  The others
  62.         will serve for three or more months until all have stepped
  63.         down.
  64.   
  65.         Central  council  members  will have a veto authority over
  66.         any  general  vote  taken.   If a majority  of the central
  67.         council veto a general vote, it shall have no effect.
  68.   
  69.         The general membership can overturn a central council veto
  70.         on  a  three-fourths  majority  of  the   current   voting
  71.         membership.

  73.  III.   Voting
  74.         All members of LORE are entitled to one vote.
  75.   
  76.         All LORE  members  will be issued a voting  number  before
  77.         each election. This number will be confidential, except to
  78.         the  Voting  Committee  (which  will be elected  popularly
  79.         before  the  first vote of each year) and central council.
  80.         After each vote, a listing of voting numbers/votes will be
  81.         made public.

  83.         The  central  council  may veto the results of any general
  84.         vote as provided for above.
  85.   
  86.         Any  member may call for a referendum vote on any decision
  87.         made by the central council.
  88.   
  89.   IV.   Amendments to this document.
  90.         This document may only be amended by a general vote on the
  91.         proposed  amendment.  This is subject to the veto power of
  92.         the  central  council  and to the veto overturn policy set
  93.         forth above.
  94.   
  95.         Amendments may be proposed by any member of LORE.
  96.
